Hi , i am a small freelancer and graphic designer. I have no website or company or that much details. Paypal business accounts ask for too much details and proofs that i cant give because , basically , i get maximum 2 customers a month and with max $70 monthly. Can i use personal account instead ? or will pay pal refuse transferring my money to my bank account because its not really "personal"

You can use a personal account, ask customer service to downgrade to a personal or close the business account and open a business account.

Thanks for the help @sharpiemarker! All PayPal accounts allow you to withdraw funds to your respective bank accounts and cards. PayPal will never ask the customer to upgrade the account in order to transfer funds. If you have received any email or notification informing the same, please forward it to phishing@paypal.com and view this web page for more information on phishing emails.
I do understand your concern regarding your account being limited. Account Limitations prevent you from completing certain actions with your account, such as withdrawing, sending, or receiving money. If you not have documents needed to upload in the Resolution Center, you can provide the required information by typing it there itself, either in pdf format or it could be a word document. Once you upload that, our concerned team will review it and respond soon. You can reach out to our team through the contact options mentioned by @sharpiemarker.
