Signing up for new account without mobile text message

Is it possible to signup for PayPal without receiving a Mobile text message? 

My friend has an old fashioned mobile phone with calls only, no text messages at all.  

Even calling the OTP code would be good, like many others allow (Google, Amazon, etc.), but text is just not supported for him.

I am sorry to know that your friend is unable to receive codes via text code as the option is not available. Unfortunately, it is not currently possible to send the code via call or verify via call. I'll take this as feedback and route this to the right team so that our concerned specialists can research and can work together to implement call verification as an option to access accounts.
