Thai Law now prevents foreigners from using their Thai PayPal accounts.

Thai law has changed such that Thailand PayPal accounts now require you to register with the NDID verification service, for which you must be a Thai citizen, thus all foreigners living in Thailand with Thailand PayPal accounts can no longer use them.
