Hello I have old account. Connected to a phone number I no longer use. I recently updated IT with the phone number. and got the code on the new number and the update confirmation message. I once missed by putting the password and when you reset the password, it continues to direct me to the confirmation page to confirm the code sent to the old phone number that we didn't use.
If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.

when you call PayPal they will ask you to use the chatting option to contact them, for example my case , am using Egypt account. the system will need you to login first before chatting pay pal service.
