It sounds like you're inquiring about what happens when someone doesn't have enough money in the bank when a transaction is processed. If the bank notifies us there were insufficient funds, we'll attempt the transaction again. Usually, there are around three business days between the attempts. We'll charge the backup payment method if the second attempt doesn't complete either. If the backup payment method also doesn't go through, we'll debit the PayPal balance. When there isn't a balance in the PayPal account, the PayPal account will fall negative.
