Am I allowed to create a personal account after my business account got permanently limited?

I'm an artist. I use Paypal's business account to accept payment from my art commissions. 3 months ago my business account got permanently limited for unknown reason. They said it can and will be restored after I submit my bank statements, but now 3 months after I submitted it and my account has not been restored yet, and they no longer reply to my messages when I asked them about it. Since they basically ghosted me, and Paypal allow an individual to have two accounts (one personal account and one business account), I figured it would be faster to create another one under a personal account instead (At the cost of revealing my irl name to my clients but not like I have any choice). The question is, am I allowed to create a new account under personal account when my business account is currently limited (again, for no reason)?

Not if the business account was permanently limited. A permanent limitation is on you using paypal and not just the x1 paypal account.

Until paypal allow it any other accounts you open would soon be limited as well. Not worth the risk or you may find you have funds in there seized or on hold for 180 days.
