App can't be used on day of account creation, incorrect phone number loaded by PayPal

I created my account today and have had hours worth of problems.
First of all, I can only use PayPal via browser and not the iPhone app. The app, after logging in, simply states "We cannot confirm your identity" and provides help desk phone numbers. ????????????. A phone call with one of those numbers today resulted in a service member hanging up on me after 10mins. How do I get the app unblocked?
Secondly, PayPal loaded the incorrect phone number to my account upon creation. I live in Germany (+49), but have a UK sim (+44). When i created my account, I CORRECTLY quoted my phone number as +44, received the verification code, and verified it. Now my account information quotes a +49 number, followed by the correct phone number digits. I never loaded this, nor requested it. I cannot change it myself via browser login. I cannot add the correct number. I cannot delete this incorrect number. Help via Messenger refuse to make any adjustments. They said to call the help number, but given the poor performance of that earlier in the day I'm not overly keen to. Would love to hear any advice...

Paypal is country specific so you need to add a German phone number to a German paypal account.
If you are trying to use a UK phone with a German registered paypal account then that is probably why the app is not working.
Advice is voluntary.
