Can I have a personal Paypal account in the UK, and one in France?

Hi,
Hope someone can give me some advice.
I currently have a UK Paypal account which I just use for online purchases, and for sending money to my daughters at Christmas and Birthday times. This account is linked to my UK bank account.
I am now spending most of my time in France, and am officially tax resident there. I am registered as self-employed and am running a couple of (very) small businesses that I would like to be able to take online payments for.
My questions are:
1 - Am I allowed to have a Paypal account in the UK, and one in France (I do have a French bank account)?
2 - If I am allowed to do this, can they both be personal accounts, or does it have to be 1 personal (UK) and 1 business account (France)?
