I just move back to the Netherlands from Germany and need to change the country on my account! Customer service was not helpful at all! Stating that I needed to create a new account and close the old! Before I could say that that didn’t work, the connection got cutoff! As soon as I try with my email, I get automatically logged on and am back in my old German account we’re it is impossible to change the country! Who know how I can change it, or create a new account?! Please help me

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
You can't have 2 paypal accounts with the same email address. So you would either need to close the old account first OR open the new account with another email address and then close the old account if you can.
When the old account is closed you can then add the other email address to your new account (and make is primary if you wish) as you can have up to 8 email addresses on the x1 paypal account and accept funds on any of them.
