Because Paypal is a greedy corporation and they can benefit from keeping your money limited so you can not use it. Each account that is placed in limitation they receive interest on that money. They say one thing and do another and then they ignore you when you speak about arbitration. It seems none of the representatives I have contacted over the past 8 months know what to tell you when asked how to arbitrate the issue. They will go into your account and change transactions showing them under different categories. For example, my paycheck every week was deposited into zelle and it would show up on the activity page as payment received from Zelle and the name of the person who sent it. Now I log in go to activity and do not see this nor is it under payments received. It is now showing as a transfer from the paypal debit card and it says refund. I click on that transaction, and it no longer shows the refund part but still shows only paypal debit card transaction. I go to print the transaction and low and behold it says Zelle with the name of the sender and guess what the refund does not show here now either. So they access your account without your permission and make changes to benefit them. I would recommend contacting your State Attorney General and filing a formal complaint. You should also file complaints with the Consumer Financial Protection Bureau and with the Better Business Bureau. I would also take screenshots of your activity log and each transaction that has went through your account you need to print it as well. Keep all your documentation and send it to your congressman or congresswoman as well. Paypal will only be held accountable if consumers stand up for their rights. They do not have the right to place limitations on anyone's account and they definitely do not have the right to access your account and change transactions. Please contact me if you would like to sign a petition to present to congress about holding this greedy corporation accountable for its misdeeds and unfair practices. Also send Paypal a Request for Arbitration via certified mail. Make sure to include that the request for arbitration is also your formal complaint against them. Each individual that has been affected by this unfair practice needs to hold them accountable. I will not give up until this greedy corporation does right by consumers.
