How to apply for Paypal Plus?

Hi all,

I'm not able to get to the application of Paypal Plus. The page www.paypal.de/paypal-plus is automatically redirected to the page for Paypal Checkout, which is not suitable for my case.

Any help/suggestion would be highly appreciated.
