How to enable one touch

I had one touch enabled on my desktop but it was still asking me for a code in order to purchase an item. I deleted my desktop from my devices recognized but now I can't figure out how to enable it again. Nothing comes up when I go to purchase an item via PayPal and the main one touch link just redirects me to the main PayPal login page. Any help is appreciated
