I want to create a new account

I tried to make a new account with the same mobile number which blocked my visa and my account Now, if I make a new account with a new mobile number and a new visa and a new email will my account blocked too?

You are only allowed 2 paypal accounts maximum and only then if x1 is personal and the other x1 is business.

If you have limitations on any account then normally you can't open another account, you would need to resolve the limitations first.
