I understand you wanted to create a PayPal Personal account. To create a PayPal account, Go to the PayPal website or app 

1. Click Sign Up in the top right corner 
2. Select Personal Account 
3. Enter your country of origin 
4. Provide your name, email address, and password 
5. Fill out your profile 
6. Click Agree and Create Account 

You can use the link to create a PayPal account.
