Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

As mentioned above by @kernowlass, a country code in a phone number is specific to that one country, and the need to change it in your account indicates that your account is not created in the correct country. If you need to switch countries, please close your current PayPal account and open a new one in the country of current residence. That will allow you to add a phone number from that country.
