Log out of Shipping Center and into Ship Station after creating an international shipping label?

We processed an international order 10 days ago thru PayPal which we rarely ever do.  Since then we can't access Ship Station in our PayPal account.  It takes us to a "shipping center".  Once in the shipping center we can't ship orders in bulk, the setting are different and our transaction history of labels we have sent are not available.  I have requested help from PayPal for this issue 3 times last week with zero support.  I found a way to back door into the ship station but it is not consistent and we would like our account to operate as it did before we sent the international order.  Has anyone come across this and have a fix to bring our account and shipping back to normal?  We plan to never process an international order thru PayPal shipping again after the trouble we have encountered.

The new Shipping Center sucks. It has only has limited (& expensive) options for international shipping.
I get out of it, open a new tab and type in Shipstation. Go to paypal.shipstation.com and it should automatically log you in. Hopefully PayPal keeps the Shipstation link alive. International shipping quotes are more than double in Shipping Center, and as a result completely useless.
