My GoTyme bank visa debit card wont get link (they cant link it)

At first it said that it cant be processed right now, then when i tried again it went we couldnt link this one

Paypal does not accept all cards so you may get the message the card is declined. If the Visa you are trying to add is virtual or issued online you may need to try another card.
