NON-US Citizen with US LLC signing up from outside US as US Merchant account

Hi 

1. I am a NON-US Citizen living in UAE as expat and a TAX resident. 
2. I own a US LLC in Delaware for which i have Bank Accounts and EIN number
3. I have a vitual US address registered for my US LLC. I also have a physical;l address of my registered agent.
4. I own a US virtual number and not a physical line.
5. I reside and live in UAE and my residential address is UAE
6. I have a personal verified UAE paypal for personal use, it has my UAE bank and Credit Cards linked. 

I signed up with US address from UAE and the systems flagged it for security, since i did not have a US physical number, there is not way to regain access to the account without a physical US number for OTP. 

Questions:

1. Am I eligible to signup and operate a US Merchant account based on my US LLC from outside US? Assuming i provide all the ID and details of my current residence in UAE, is this legal to operate? 
2. Is this so hard for NON-US citizen to operate as NON-US even when they own a US LLC business with legit bank account?
3. If i try to sign up from UAE, that means i need to establish a UAE LLC and UAE banks?
4. Will the restricted US LLC account in anyway affect my new UAE LLC account in any way if the system match based on Full Name?

 It is not permitted to create an account in a country other than the one in which you live. If you've created one in another country the account will at some point become limited.
