Actually, I have a follow up question. According to the article, the new privacy policy states that my information will be shared with merchants, but not for personalized shopping purposes. Is this a change in the amount of information PayPal will be sharing with merchants?

I agree.  Opting users into new features like this without their expressed consent is inappropriate and unethical.
