PayPal believes Hong Kong and China are two different countries and won't help me.

I've had a PayPal account for years.
In recent days, tried to create business account; maybe had one before, but retrying even if so.
Was told I couldn't as in different country to the one I signed up in; asked for help, PayPall shut down my account.
I used same address to sign up as I have now. Turns out I used option for China as country; which is true. But to PayPal, me living in Hong Kong, China; is completely different to living in Hong Kong, Hong Kong - even with exactly the same home address. Weird, right.
Didn't set up business account; but PayPal blocked me from using account. Reason, supposedly, that may be requests for refunds or somesuch. But how can I get these, without business account?
So, I've done nothing wrong, but penalised by PayPal.
They won't help; I'm sure members can't help. Just PayPal Hell.

I certainly understand how concerning this can be for you. As PayPal is country specific, you have to choose the correct information at the time of sign up. In this situation, your best option would be to contacting our Customer Care department. I've contacted PayPal; got no help, account terminated for no sound reason.
Hong Kong and China are not two different countries.
I signed up in Hong Kong, giving HK in address; and still live in Hong Kong.
But to PayPal, I've somehow changed countries.
system in PayPal not agreeing with real world here.
And dealing w PayPal like dealing with a bunch of automatons.
{cf me: I just passed the "I'm not a robot test"; probably many of PayPall customer service people would struggle here.
