Unable linking my PayPal account to my Wise account, both in euros. Any tip?

Hi there. I have been unsuccessfully trying to link my PayPal account in euros to my Wise account also in euros. I’ve tried everything PayPal center told me in previous contacts, what I’ve found on the net, etc., but nothing solves the problem. I only get this message so far: "Your card has been declined. Please try a different payment method." My devices have proper reception, having tried from different computers, telephones and nets. The PayPal help center suggests that the problem could be due to discrepancies in my physical address, but both accounts have the exact same address of Mozambique. The PayPal help center also suggests contacting the card provider, I contacted Wise, and they answered me that “Please note that depending on your location, PayPal may have some country-specific limitations. If you want to link your EUR account, you will have to contact PayPal directly. They should be able to enable this option for you if they accept virtual bank accounts.” I've tried to contact PayPal but the problem persists.. Any idea?. Thanks

Paypal does not support Wise / Payoneer (or any other virtual banks).
Whilst you can sometimes add an account it wouldn't work properly and Paypal advise you against trying.
If you do succeed then Paypal wouldn't be responsible for any missing funds to or from that virtual / digital bank account.
