What IDs can I use if I don't have a National ID, driver's license or a passport

I'm having problems with the confirm identity here in PayPal. I don't have the listed IDs on hand: I don't have a driver's license because I don't have any owned vehicle, don't have a passport too coz I don't travel outside the country and my Philippine National ID is still not yet available since today when I checked online (2yrs waiting and still ongoing), thou I can provide the Philsys Transaction slip dated Sept. 2021. I only have TIN and Barangay ID since getting ID's here is a long waiting game. 

As for the Proof of billing, we are living with my inlaws and utility bills are under their name. Only existing account I have right now connected to PayPal is Gcash. Will that work?

Sorry to know that you're having problems while confirming your identity in your PayPal account. To verify your information, PayPal may ask you to send documents which confirms your identity. Transaction slip is not a valid document and not accepted by PayPal. You have to submit government issued ID and proof of address which is issued within 12 months. You can refer this page for the list of accepted documents to confirm your identity. Feel free to reach PayPal Support team for any additional assistance.

The PayPal Support Team link is not found. I have the same problem. I've submitted my Voter's ID and Tax Identification Number ID. Sent a message through support but hours have passed and no reply. Please expedite my account's verification. I urgently need the funds in my account.
