Why are the support reps lying to customers?

Why are the support reps lying to customers? A rep told me there is no way to reach elevated support, a supervisor, or manager except to call. This was a lie as I soon found out. I was then told that if I downgrade from business to personal, I could never upgrade in the future, another lie I believe. Why is PayPal support lying to members?

You can only downgrade a paypal account from a business account once.
