Why can’t paypal verify my ID with drivers lisence?

I have been trying to verify my identity for over a week at this point. I have sent in my drivers license and was told I needed to change my name. Which I did do. I then called then called customer service and was told my ID was not sent. I was on customer service for 30 minutes and was told that my drivers licence with my adress and legal name was verified but that I needed to submit MORE identification like a bank statement. I submitted it just to be told that they couldn’t see my submission. Is there a reason why my drivers license isn’t enough and why they need my bank statement ? Also why couldn’t they see what I sent in?
