Why i cant cash in thru gcash. It says Sorry, your cash-in via Paypal

1. It always says "Sorry, your cash-in via PayPal cannot be processed. Please login to your PayPal account via mobile or website to check if there are limitations placed. Please contact PayPal for further inquiries". And also i cant payment denied when im sending payment.im sad. I hope someone can help me
