Why is PayPal saying I owe money when I have no transaction history and have never used my account?

I have a notice on my account saying I owe money £7.20. I have no transaction history and I haven’t used my PayPal account for years, can’t find an answer as to why this is on my account or where it has come from either?

Did you have a balance at all? If so could it be an inactivity fee as per link?
