I'm having this issue as well. I'm unable to find my account access / login history.
This is obviously an important security feature, so I'm not sure why this appears to be unavailable / removed.
From reading online tutorials on the topic, it appears that this feature was once available:
Security > Manage your logins
I cannot find "Manage your logins" in the current PayPal interface, nor any way to review my account access history.
I received a notification which suggests that someone attempted to, or did, enter into my PayPal account.
It's very strange that PayPal doesn't seem to offer a way for its users to review such important activity.
