"Pay with PayPal" button not working in Safari

My "Pay with PayPal" is not working in Safari 16.4 from various merchant websites. Any suggestions?

Sorry to know that you're not able to pay with PayPal in Safari. I would suggest you to try some trouble shooting like restarting the router or Startup in Safe Mode, launch Safari and try to pay with PayPal. If the issue persists, please try to complete the payment using different browser and contact Apple support to report this incident with PayPal payments.

I have tried these steps. I am using direct withdrawal on my account and maybe PayPal wants to make money on me if I sign up for a PayPal Credit card. I am using Safari but tried the transaction with Chrome and it will will not go through and I use a Master Card. I think Payday is done with me, and I am getting done with them.

I had the same problem with multiple vendors.  Installing the latest update for my MacOS 12 along with a Safari update did not resolve the problem.  I eventually determined the source of the problem and only a partial solution.  (This was my experience.  Your mileage may vary.)

I went into Safari -> Preferences... -> Extensions -> Disabled 'Rakuten Cash Back' -> Closed the Preferences window.  

Next, I went back into preferences and re-enabled the Rakuten extension and closed the preferences window.  (It didn't work to simply disable & re-enable the Rakuten extension without closing the Preferences window after disabling.)

That allowed me to check out with PayPal.

One caveat...  If I choose the Rakuten discount, the problem comes back.

I have not tested other options like installing and testing Rakuten on a different browser such as Chrome, Firefox or Brave.  

I have not tried using 'Honey' instead of 'Rakuten'.  I disabled Honey a while back because it was revving up the CPUs too much resulting in system slowdowns.  That was a long while back and may have been resolved since then.

I did the same thing, Uninstall Rakuten, clear history, reinstall Rakuten. I unchecked show banner on websites in Rakuten preferences, Clicked on the "R" logo in the browser bar and claimed the discount from there. Then it worked.
