Late USPS deliveries

 I I have a buyer who paid for an item through e bay almost 40 days ago.

 he is starting a dispute here on paypal, because e bay denied him.

 I uploaded the USPS tracking numbers as we have to, and follow all of the regulations..

 USPS is waaaay behind. I understand his point of view, but he knew there were delays with the C19.

 Will paypal side with him, he gets the refund AND when the item shows up, he keeps it?

To win a dispute for non receipt of item you normally need to have trackable proof of delivery of the item to the buyer.
