eBay purchase & Gift Card Holds

Question!

I have a customer that wants to purchase a photo from me on eBay. They want to add money to the total, for ME, to get a gift card. 

They say that PayPal will put a hold on the funds until I provide the gift card number on the back.

Is this true, or are there people who are trying to scam money that can use templets to make their emails look like they are coming from PayPay.
