I need to know how to enable Paypal Mass pay and what is the fee system of mass pay?

Thank you for contacting the PayPal Community Forum, and welcome as a new member!
Mass payments are now known as Payouts API.
Business account members can send up to 15,000 simultaneous payments in a single API call using the recipient's email address or phone number. Create, send, and track all of your payments using the Payouts feature. You have the option to upload a file online or use our REST API.
Additional information regarding PayPal Payouts:
- You can pay recipients in 24 major currencies.
- We usually process the online payments within minutes. Sometimes, it can take up to 24 hours.
- There’s no fee for the recipient, while the sender pays a small transaction fee.
- An insufficient PayPal account balance will cause your Payouts to fail.
- You can’t use a debit or credit card to fund your Payouts.
- Individual payments can’t exceed $20,000.00 USD or the equivalent in local currency.
Payouts is a feature that isn’t available to all PayPal accounts.
To apply for the Payouts API, you’ll need to:
- Have a PayPal Business account
- Pass our verification process
- Have an acceptable business justification to use the product
- Have a dedicated Customer Success Manager (CSM) or a PayPal Sales Representative
Once your account has met the above criteria, you can apply for the Payouts API service by contacting your Customer Success Manager (CSM) or PayPal Sales Representative.
