Question on CrowdFunding and Paypal Payments Pro vs Paypal

Hello,

We are in the business of building and deploying crowdfunding portals for clients (sites that look like kickstarter.com or gofundme.com). We are currently using Stripe for payment processing but are thinking to add PayPal gateway functionality for payment processing.

We noticed PayPal had several solutions that suit our needs.

1. PayPal Payments Standard

2. PayPal Payments Pro

3. PayPal Commerce Platform

Here is our questions below.

1. It seems that under current PayPal terms, for crowdfunding sites and crowdfunding campaigns only option 3 is allowed (PayPal Commerce Platform). Is this correct? We see other third parties that use PayPal Payments Standard and Pro and are wondering if these third parties that provide solutions using these gateways in violation of these terms? Would PayPal Commerce Platform be the only solution allowed for crowdfunding sites and campaigns?

2. If using Option 3 (PayPal Commerce Platform), can it be used for regular charges (where site will keep 100% of the proceeds) and also for split payment mode (where site will split revenue with owner of the crowdfunding campaign, like what kickstarter or indiegogo does) or is it just for split payments only?

3. How hard or difficult is it for business to apply and get PayPal Commerce Platform Account in live mode as it seems like only suitable solution (other then Stripe Connect, which is what we use now). Is there any special requirements to getting one? We work with many small businesses and wanted to see what the implications would be of them setting up their own PayPal Commerce Platform Accounts. Also what kind of information is needed? Same what is needed for Website Payments Pro Merchant we assume?
