Is there a way to lookup other PayPal members in a directory?

But is there not way to know if someone already has a paypal account without asking them?

I want to send money to somene.  If I ask her if she has a paypal account or if she uses her regular e-mail address for paypal, she will tell me not to pay her anything, but I want to do it anyway.  I just wanted to send a payment to her e-mail address, but I don't want to do it if she doesn't have an account because I don't want her to have to waste her time signing up or taking extra steps just to get the money.

Aha!  I figured out how to find out if somene has an account -at least if they are verified!  I found a topic on how to find out if someone was verified or not (which obviously if they are verified, they have an account.  I found out that the person I was referring to is definitely using the e-mail address that I have, here on paypal, so I can send her a payment -hee hee and she can't say no cause it'll already be in there -she did me a favor & sent me some things that i needed & I wanted to pay her for them!) .  here is the link:
