Open a PayPal Business account if you have an LLC. It allows for EIN, and ITIN or SSN (if applicable) for the account holder to be entered.
How to enter your Tax ID number here:
Why do I have to provide my Tax Identification (TIN) Number?
You have a PayPal Personal account right now? Perhaps you can upgrade to a business account.
How do I change the type of PayPal account I have?
Kudos & Solved are greatly appreciated. 🙂

Are you based in the USA even if you're foreign? You need a US billing address, US phone number, US bank account, US credit card, etc. Everything has to be USA.
Kudos & Solved are greatly appreciated. 🙂
