Can not send email to customer care

Hi, I am trying to send a message through contact us(email) options, but the send button is not responding even after several attempts. I lost patience because I am losing my valuable time and asking here if I get anything better result from PayPal.

I have created my first paypal account in 2010 when I was in Bahrain. I have used Bahrain mobile number and email id 1 for creating that account. Later I have relocated to India and discontinued using Bahrain mobile number. After few years I tried to login but I forgot the password and tried to recover by using security questions but unfortunately, I forgot those too. Then I have created a new account(this account) using my alternative email id. However, now I require email id 1 as my primary email and I tried to change for the same, but not successful due to the email id 1 was already used for the old account. When I called Paypal India customer care they asked me to contact Paypal Bahrain customer care. Then i have decided to contact customer care through email because I can't call Bahrain customer care which is expensive.

Hence pls advise how to contact customer care through email and get resolution.
