Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You shouldn't really use it in another country but if you do then paypal would need to confirm your i.d. and the only way they do that is by sending a text to your paypal registered phone.
Other than that phone them and see if they can i.d. you via your security questions.
