Halifax Bank Account

When I try to link my Halifax bank account it says “We’re sorry, we’re not able to process your request right now. Please try again later. I have linked my account to an account before so I don’t know why it’s not working. Also it allows me to link my Halifax card to add funds to my account

Why can't I add a bank account to my PayPal account?
