"You did it! Your PayPal account is live."
I am writing here, because I could find no way to email PayPal, only scores of FAQ's, none of which include a contact option. It has worked recently, but right now I am not allowed to place a bid at Ebay because of the message I've been getting for over a week, "You've reached a temporary buying limit. " I have no outstanding unpaid lots and no other eBay problems that I know of. EBay has all my credit information, and "Buy it now" works fine, but I can't bid. "Go to My eBay > Account > PayPal Account, and then select Link my PayPal account" doesn't work because my "My eBay" drop down menu does not list "Account". How can I fix this? Thank you.

CTRL/F (Find in page) could not find the word "Account" anywhere on the page I referred to previously. I kept trying every other option on that page until I found "Hi Doug!" in the far upper left corner of the page, mouse hovered over it, and clicked on "Account Settings". You didn't advise me to do that. This seems to be the only way I am able see the Activity/Message/Account tabs you mentioned. My eBay and PayPal accounts are now linked. I still get the error message but I will try again tomorrow, after " It may take 24 hours for your PayPal account to be linked. " the linking process is complete. Thank you for taking the time to reply to my request for help and pushing me until I found the solution.
I hope this linking is enough for PayPal so they stop sending me "Complete your setup" messages. I never shop anywhere except eBay and they have my credit info and it works fine through PayPal, so I see no need to give PayPal the same info. That would give hackers two places to steal my info. As verified by the Facebook site hack, it is not "if" a company's site will be successfuly attacked, but "when" it will be. I wish I could tell them this, but I now know that it is impossible to EVER email or chat contact PayPal directly about a problem that does not appear on any of their scores of FAQs I looked at. I would like to tell eBay that they need to fix their error message screen as above but it is also impossible to ever contact eBay directly. This "no contact" rule for both sites is extremely frustrating!

'Account' is one of the tabs near the top of the page.
Click My eBay at the top of most eBay pages.
Click the Account tab.
Click the “PayPal Account” link on the left side of the page.
Click the Link My PayPal Account button.
You'll be asked to log into PayPal to finish linking your accounts.
Advice is voluntary.

That is all that is on my drop down menu. No sign of "Account" anywhere on the page:

Instead of going DOWN the page, go to the right of activity and there is messages and then account.
Its a TAB not in a list.
Advice is voluntary.
