Hi everyone,
This may sound absurd and weird but I need to close my PayPal Business account without providing any ID as my account is currently limited as a result of no ID. I also have an old telephone number assigned to it that is no longer available to me. I did add my current mobile number but I cannot verify using that. Basically, on the close page, I'm asked to verify my unavailable phone number; however, when I remove it, it prompts me to resolve the limitations. I did provide some stock image to PayPal on the resolution option however it is still being reviewed and I still cannot delete my account. It isn't desperate and I'm happy to wait some time but I just want to simply close MY account without providing any ID as this account has pretty much been idle since its creation.
I hope this gets attention of PayPal staff as their messaging service is quite poor and nobody responded in 48 hours.
Thanks, Alex.

Limited accounts cannot be closed. If PayPal is reviewing the stock image and doesn't accept it, then the account could get permanently limited.
If account limitation cannot be resolved, you can pretty much consider the account closed anyway as most of its crucial features are locked up.
If you try to open a new account though, the new account can be cross-referenced to this limited one and get limited as well so, if you don't ever plan on using PayPal again, then this shouldn't be an issue.
Kudos & Solved are greatly appreciated. 🙂

So can I just remove my email address and phone number and then call it a day. Will I be able to use my email and phone number on another personal pay-pal account or will I be limited?

No, you can not remove any info from the limited account. If you use same info on another account, like I said, it will also get limited eventually or even not soon after opening it.

Alright then, I don't really plan to use PayPal anyways so it shouldn't be much of a problem. Thanks for your help. 🙂

If you have no ID, you can get one, if eligible:

I still don't want to provide any ID. What still annoys me is that my new phone number is now linked and I can't change it back to the "primary" one and email are linked and I can't remove it. Is there any way I can contact PayPal via email as I am not happy with phoning them as I do not have the time to stay on a phone for hours.

If you do not want to provide ID or verify information at all to PayPal, removing the information you want won't matter because PayPal will always require some kind of ID should they request it, if they are not able to verify you through national government or public databases and agencies. And there is no guarantee they won't link a new account to this limited account as some point and you may have cash in the balance and it gets locked up for 6 months unless you can resolve the limitation. Just saying.

Alright, I'll try and contact them tomorrow during business hours in hopes of at least getting my phone number and email removed from my account.
I still think it's a bit stupid that PayPal need verification even though there is no financial activity on my account whatsoever, so in the event I was ever hacked, I lose nothing apart from revealing my email, name and phone number. Anyways, thanks a lot. Have a great day / night.
