I need to connect my NCB account to paypal as well as my credit card

I am trying to add my ncb bank account and it is asking me for a routing number. I have placed the number in but it is not accepting it. I went further to add my credit card and it says it is attached to another account. I deleted it from the previous account and it is still saying that.
