I have a new paypal account that I have been using. I wanted to change my email( of which I will call #2) to my primary email (#1). Paypal said #1 is already in use. I try to recover my password for #1 and the error message pops up "Sorry, something went wrong on our end. Please try again."
I called paypal. Verified everything then the guy transferred me to a higher department. I verified everything for both accounts with her she said and I quote, "You don't have a balance. Let me transfer you back to customer service." Back at customer service, the rep says I have a balance of $17 dollars. The thing is, I'm pretty sure i never used #1 account, and because of its non-use, I'm almost 100% certain I deleted that account.
I just want to free up my email. I've called back, They hung up after giving me a call back. The wait time keeps getting longer and longer. This is poor customer service at its finest.

I'm very sorry to hear about your experience on the phone, that's definitely not how we want issues to be handled and I apologize for the frustration.
Based on what you've said, it sounds like you may have had a negative balance on another account that's under the email you're trying to user. If this is the case, the account would be locked (which is why you can't log in), and the balance would need to be paid before you'd be able to do anything with that account, including closing it. You'll need to contact us and speak to our collection's department to resolve the balance. I apologize for the inconvenience, but hopefully the issue is resolved soon.

I HAVE THE SAME PROBLEM. PAYPAL TECH SUPPORT, KINDLY LOOK INTO IT AND RESOLVE THE ISSUE ON MY ACCOUNT.
