US dollar Visa card not working with PayPal, Canadian

I have been using my TD Canada trust US dollar visa for the past couple of years to get around the dollar conversion charges.
I am Canadian and use this card a fair bit to purchase items from the USA. When I try to check out and use this card there is now no option to be charged in US dollars. Before there would be no conversion charge only charged in US dollars, now it tries to charge me in Cad, which the card will not do. Did something change recently with PayPal? I have not changed anything on my account but now they will not charge me in is dollars, what gives? I tried calling but I might as well be trying to call the government. Is there some new policy on this?

I finally received a call from a PayPal representative today and he was able to fix things by making sure that the transactions in my US $ Visa card would be in US$ and not Canadian $ and I was then able to make a transaction in US$ using this card.

That is good news! I have only had email contact so far and it was worse than dealing with government! Could not get a straight answer for the life of me, I was about to give up but if you had success then I will keep,trying.
