Why does it say my Photo ID is incomplete?

It says my Photo ID is incomplete but I don't know what's incomplete about it. I have sent in my driver's license but it still continues to say it's incomplete. Do I have to send the back of my driver's license too? Please help me. Thank you

How do you know you need the back also?  Why doesn't Paypal give a reason and have you guessing?

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

But to me that is what it would likely mean. Card has a front and back. IF it says it is incomplete and I know the OP didn't send half of the front of the card to them. It would mean the back.

I'm very sorry that the reason the ID wasn't accepted is generic. Some possible reasons would be if any portion of the ID is obscured, cut off, or illegible. If the document that you submitted is complete and completely legible, please do indeed reach out to customer service as @sharpiemarker suggested.
