deleting account

hello there,
i was just wondering how can i delete my paypal account.. i tried that several times and it keeps saying "Sorry, there's a problem. If you keep seeing this, please contact customer service."
and when i click on the "customer service" i see another message saying "

New PSD2 Regulations change the way you log in with PayPal. If your mobile number isn’t up to date access will be disrupted. Please check your Profile now."
i have all mt data set i believe.. but it just keeps saying that 
Note: "i dont have a linked bank or linked card"

Sorry to hear you are experiencing issues with your account, and you would like to close it. I understand how frustrating it can be not to be able to access the account. For security reasons, the best way to log in and either change an old phone number or close the account is to reach out to us via the 'Help & Contact' page on the bottom of the PayPal website and click the 'Contact us' link. From here, select 'Password and account access', then choose 'Login problems'. At the bottom of the page, you should see the available options. If there is an option to contact us while logged out, you will see it here.
