inability to activate my account

I have a sole proprietorship. I want to add the pay pal to my new e-shop. I started and gave an email and entered a password. When I enter the first page to enter my name etc it notifies me that there is a problem in the system and to try again in a couple of minutes. He has been doing this for 24 hours now. If I enter my details it lets me go to the next page, say what kind of business I have but does not recognize any description of the keywords related to my job. Result, I can not proceed to the next page. Is there a problem with the pay pal website or I miss something?
