problem with message PayPal reports this account as Not Verified.

I have my account verified, I add my credit card and bank to my account 

I want to sing in to a website with my Paypal account and it says 

"PayPal reports this account as Not Verified. Please link your bank account or credit card to your PayPal account and try again. Please note that 'Email confirmed' is different from 'Verified' (PayPal Help)."

 

How can I resolve this problem?
