"Verify PayPal account" has wrong phone number

I'm stuck in a loop trying to add PayPal to my Google Play account. I get to the "Verify PayPal account" screen and it keeps wanting to use an old phone number that I haven't had on my account in probably ten years - and that phone is long since gone. I tried adding my current number but that doesn't work.
And before you suggest it, I have updated all phone numbers on the account. The only two phone numbers that show up are current and active. But PayPal still wants to use an old number. Can't get around it.
