How to change region to link my PayPal account to my Apple ID?

When I try to link a PayPal account to my new Apple ID I see the message "Sorry, to use PayPal for preapproved payments to iTunes and App Store, your PayPal and iTunes and App Store accounts must be registered in the same country or region."

I live in US, but I remember that I register the account in Latvia. What to do? How I may change the region in PayPal?

PayPal accounts are country specific. If your PayPal account is currently from Latvia, close the account out and open a US PayPal account.

Okay. But how? When I try to create a new account PayPal automaticaly choose Latvia.
