You need to contact customer services to resolve any limitation or account issues.

Click help / contact bottom left of Paypal pages for options available for your country.

When I call them the phone hangs up saying they are not able to process my request over the phone

They cannot answer phone calls due to the Covid crisis. Many PayPal employees are working from home now. They want you to chat in the message center instead. Go to help, and then go to the message center and send a message. It will take time to reply, usually hour or a day, but they will reply.
