Resolve Account Issue Notification (1 inside a red dot above bell)

When I login into my account in the upper right hand corner there is a bell symbol with a red circle with the number 1 inside of it to the upper right. I click on this and a dialog box is displayed that says this:

Notifications (1)  !  Inbox (0)    

Account

There's a problem with your account.

Be sure to resolve it to ensure full account access.

Resolve Account Issue

I click on the link "Resolve Account Issue". It looks likes something is happening and then it just displays the same dialog box message above.

Is this a PayPal website bug? (happened on Tuesday, September 24, 2019)

Or, is there another way to access what the account issue is?
